What is Efficient Space Utilisation?

Efficient Space Utilisation is being able to meaure and track the effectiveness of a room or resource. For example, if eight people meet in a room that has a maximum capacity of ten, the efficiency of the room usage was 80%, or if a room that has certain resources available like video conferencing equipment is being used to it's full potential.
